.gitignore/assets: fix missing assets (note: assets extracted from nodejs should still be considered static assets...)

assets: to allow for referencing the theme by git URL, assets need to be checked in (see hci-jekyll-site #62f3c71610ded7947a5f8e9d2c9638297b5130cd)

sass: correctly load _sass files so they are handled by jekyll during site-build and can easily be extended with custom _sass

Rakefile: explicitly only install dev dependencies for node, add comments, and create gem file with explicit filename "hci-theme.gem"
